I ruling TCG sono proprio il caso ormai.
Qualcuno ha un fottuto accesso per il Judge Program Forum? No perchè, se fosse vero si rasenta il ridicolo.. -

Grazie Graziella, ma nella stessa wikia c'è la postilla che per ora non è mai stato confermato dalla Konami, quindi chiedevo se uno avesse l'accesso alla pagina in particolare, visto che la Konami è TALMENTE geniale che l'unico sito di Ruling TCG è solo per gli iscritti.. -

Answer:
To answer this question, we have to read the PSCT for Black Horn of Heaven carefully and understand some small differences between it and comparable PSCT. When we read the PSCT for Black Horn of Heaven, we see that it says "When your opponent would Special Summon a monster". So, the question becomes: If 2 or more monsters would be summoned, does that count as "a monster would be Summoned"?
Looking at the PSCT for a similar effect, we find that Thunder King Rai-Oh has PSCT that reads "when your opponent would Special Summon exactly 1 monster". The distinction here is "When a monster would be Summoned" versus "Special Summon exactly 1 monster".
This brings us back to the question: If 2 or more monsters would be summoned, does that meet the condition for Black Horn of Heaven of "Special Summon a monster"? Since the condition for Black Horn of Heaven does not require exactly 1 monster to be Special Summoned, Special Summoning more than one monster will still meet the requirement for Black Horn of Heaven. Therefore, Black Horn of Heaven can be used to negate the Pendulum Summon of 2 or more monsters..
